What happens to your file

The input is read as many times as you asked (-stream_loop) and written once as H.264 and AAC in a faststart MP4, so the result is one continuous file — no player-side looping needed. Ten plays of a ten-minute clip would be a hundred minutes, so the total is capped at the usual ten.

Media processing costs real compute per minute, so it runs against your own credits, the first 500 each month free.

Can it loop forever?

A file cannot; a player can. For a web page, loop the video element instead and keep the file short.
